Direktorat Jenderal Perhubungan Udara Kementerian Perhubungan pada 29 September 2021 mengeluarkan aturan baru yang membuat beberapa pihak terkejut. Surat bernomor AU.006/2/7/DRJU.DAU-2021 tentang Pengaturan Penumpang Datang dan Pelaporan Data Pada Penerbangan Internasional di Bandar Udara Soekarno – Hatta tersebut mengandung satu poin terpenting yaitu bahwa setiap maskapai penerbangan yang masuk ke Indonesia hanya boleh mengangkut maksimum 90 penumpang per penerbangan.
Ketua Umum ASTINDO Pauline Suharno pun merasa perlu menyampaikan pendapatnya. “Kami menyadari bahwa penanggulangan penyebaran dan pencegahan penularan Covid-19 adalah menjadi prioritas yang harus kita lakukan bersama, demi memutus mata rantai penularan Covid-19 melalui protokol kesehatan yang akurat dan melindungi rakyat Indonesia. Namun kami melihat tidak sinkronnya aturan ini dengan kondisi saat ini, di mana kasus Covid-19 yang sudah melandai di berbagai daerah sehingga objek wisata, mal dan restoran sudah diperbolehkan beroperasi dengan penerapan protokol kesehatan yang ketat dan telah mengantungi sertifikat CHSE dari Kementerian Pariwisata dan Ekonomi Kreatif RI, serta aturan dari Kementerian Hukum dan HAM RI yang memperbolehkan orang asing masuk ke Indonesia dengan menggunakan visa kunjungan. Seharusnya malah untuk kembali memulihkan perekonomian nasional, pintu masuk ke Indonesia diperbanyak dan karantina dipersingkat.”
Berdasarkan data reservasi ASTINDO, setidaknya dalam 1 hari ada 20 penerbangan internasional dari mancanegara yang masih beroperasi dan tiba di Bandara Soekarno-Hatta, denga satu pesawat mengangkut lebih dari 150 penumpang. Dengan dikeluarkannya aturan ini dan harus dilaksanakan dalam waktu kurang dari 24 jam, ratusan penumpang yang akan terbang ke Indonesia mendapatkan imbasnya.
Dalam kondisi pandemi seperti sekarang ini, penumpang yang melakukan perjalanan hanya untuk kegiatan esensial seperti perjalanan dinas, repatriasi, PMI, atau pelajar. Mereka bisa jadi ditolak check in di bandara asal karena kapasitas pesawat terbatas dan maskapai harus menjadwal ulang penerbangan mereka. Seharusnya kalaupun peraturan ini akan diimplementasikan, maskapai harus diberi waktu yang cukup agar bisa melakukan pengaturan ulang terhadap reservasi penumpang.
“Bayangkan kerugian para penumpang yang terpaksa gagal berangkat. Mereka sudah melakukan tes PCR 3x24 jam sebelumnya sebagai syarat terbang ke Indonesia, juga sudah melakukan reservasi untuk hotel karantina yang harganya tidak murah, sudah membeli tiket pesawat untuk penerbangan lanjutan, belum lagi dampak psikis yang harus dirasakan akibat gagal terbang dan agenda yang harus diatur ulang,” lanjut Pauline lagi.
ASTINDO mengimbau kepada Dirjen Perhubungan Udara untuk meninjau ulang kebijakan tersebut, sekaligus memperbanyak kapasitas tes PCR di Bandara Soekarno-Hatta untuk menghindari terjadinya antrean penumpang yang baru saja mendarat. Selain itu, Pemerintah RI juga sebaiknya mempertimbangkan untuk menghapus karantina bagi pelaku perjalanan yang sudah divaksin lengkap, sesuai dengan petunjuk dari WHO.
